Voice-chat sucks when having to listen to random strangers, it only makes sense with the people you actually now and want to talk to,
I disagree, or at least depending on the game. The games I've seen with that kind of features were fast action team games, and while they had some limited no-voice way to exchange infos and communicate with squad-mates (squads being limited to 6 persons, yourself included), voice was clearly a bonus.
I do not remember having anything but info related to the current action told through those, though, which is a relief because yeah, those are not for general chatting. I basically had mumble/ventrillo/teamspeak on a side for the clan chatting, and the in-game per-squad voice chat for stuff about the game.
On games which allow to take time to play, I think they would not make sense, though, and in all cases I agree that it have to have an option to disable it. Like, just don't join a squad, or join one were people don't use it (most squads didn't used it... but the squads which were really well organized and had real impact on game always did).
