I don't know this repo well, but it looks like they split the data folder into free and non-free sections. The free one seems to be substantially larger, non-free seems to just be music. There seems to have been some discussion of that in this issue: goatattack/goatattack#21
...that was several years ago though, so I can't guarantee the current status or anything.
