AFAIK this is actually just a test instance for a project internally called Okapi that our friends from the libregaming.org community have been working on since some months. Sadly the main developer went silent recently and I am not sure what the current status is. The source code can be found here.
It is a fork of the ContentDB site from the Minetest project and was/is meant to be a somewhat Steam like community page for libre games, extensions and game jams.
