Is there any open source RPG in development?

Back in the days we had FreedroidRPG, SCOURGE, DnT and maybe I forget some. Now all those projects seems to be dead.

For sure Flare RPG. LGW has more (quality and aliveness vary).

If you believe roguelikes are RPGs, there are a number of them too (from Dungeon Crawl: Stone Soup to Shattered Pixel Dungeon).

I've linked everything relevant in regard to the definition of free software according to the FSF and RMS here. Both GemRB and OpenMW qualify as free software, and free software is a sort of thing this forum is about. Also, both are linked on the adjacent free game planet.

The thread there got locked over our debate. I don't want this thread to be derailed as well, it is unfair as fuck towards the OPs. Also, The OP here did not even use the term that you try to redefine ("libre"), but OpenSource.

TPW It is unfair to call a game's assets non-functional to stretch the definition of free software.

For example, some game engines released under the GNU GPL have accompanying game information—a fictional world map, game graphics, and so on—released under such a verbatim-distribution license.

Your source specifically mentions game engines - not games, where they clearly do fall within the scope of functional assets. Note that the G in this topic's title stands for game, not engine. The engines and frameworks topic can be found here.

Sorry but I have to agree with @TPW here. This forum is about Free and Open Source game development, which includes games that have non-libre media. Of course, I personally also prefer fully libre games (code and assets under licenses that respect the four freedoms of the Free Software movement), but we intentionally do not exclude games & game engines that do not fulfill this stricter definition of "libre".

Please respect this in the future here.

Good call, David. Pokemon is a rather simple JRPG, but a RPG nonetheless. Valirya Tear might also be worth to check out in this context.
