Technopeasant SoundBible's a good resource which I've used sometimes, but apparently they also used to use the Sampling+ license, and some other sounds on there are listed as being for "Personal Use" only. They have the NC license there as well. The new version of the site has ads and for some reason several sound effects are still using 3.0 versions of Creative Commons licenses instead of the 4.0 versions. It's a good resource as far as it goes, but it definitely could be better in some areas. I guess at least unlike Freesound you don't need an account to download sounds, though.
