Peter I don't know the reasons why someone publish unlicensed code on github but I take for granted it is because they don't really care of what you do with the code, what's the point otherwise to publish source code on github? sell it afterwards? The answer the developer gave me suggest me that he does not care, but I understand your concerns and suggest to ask him directly, his email is openly published on the repository.
